Since Expression Web does not provide a Scrolling Marquee bot like FrontPage
did, does it provide an alternative that does the same function? If not does
anyone have an easy suggestion for accomplishing the same functionality? Any
help would be appreciated.

Your best bet is to find a javascript marquee. The Marquee bot that was in
FrontPage was actually just a <marquee> HTML element and not really a bot.
This element was IE only and not part of the standards which is why EW
doesn't support it.

There are lots of good content rotators though that can perform this task
better than it did in IE (and be cross-browser also). Check out
javascript.internet.com and www.dynamicdrive.com for some good javascripts.
One of them should do everything you would want.
